MINUTES of the City Council, February 10, 2026
The city council of Moody, Texas met in a regular session, February 10, 2026. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:
- CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tern, John Carpenter, Carol Haas, Billy Campbell, Daniel Turner, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
- PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
- Item #3 Public comments on Agenda Items. None.
- Item #4 Public comments on Non-Agenda Items. None.
- Item #5 Review and approve city council meeting minutes from regular meeting on 01/13/2026. A motion was made by John Carpenter to approve the minutes and seconded by Cody Goodwin. All for none against, motion carried.
- ltem#6 Staff reports- Utility Director/Police Chief and Administrator. Reports were given.
- ltem#7 Renew Library Contract. Present library budget. A report was given from the library and the budget was given to the council members. A motion was made by Cody Goodwin and seconded by Carol Haas. There were 4 ayes and 1 no, motion carried.
- Item #8 Bluebonnet W.S.C Representatives. A motion was made by Daniel Turner to accept the utility director and the administrator for the representatives once again this year. This motion was seconded by Cody Goodwin, all for and none against the motion passes.
- Item #9 City Health Insurance. An explanation was given by the City Administrator about the current health insurance increasing for the employees and it was being asked of the council to increase the City’s portion, enough to cover the employee-
only rate. A motion was made by Cody Goodwin and seconded by John Carpenter, all for and none against, motion carried.
1O. Item #1O Water rates. Bluebonnet W.S.C raises rates from $3.50/1000 to $4.00/1000 gallons. Due to this increase, it is being asked by council to approve a water rate raise. A motion was made by Carol Haas and seconded by John Carpenter, there were 4 ayes and 1 no, motion carried. The rates will increase for the March Billing.
11. Item #11 Elm Creek letter. An explanation was given by the realtor, Ryan. With a motion given by John Carpenter, and seconded by Cody Goodwin, motion carried to table this item.
12. Items #12,13, and 14 were discussed in an executive session that started at 6:58p.m. and ended at 8:05p.m. There was nothing to report regarding the license to carry complaint. On item #13 the council was briefed on step-by-step program directions and for the EDC the City manager is to put out letter stating that the EDC is looking to replace some members. A motion was made by Cody Goodwin and seconded by John Carpenter to accept the next steps for each item.
13. Item #16 Adjournment. A motion was made by Cody Goodwin and seconded by
Daniel Turner, meeting was adjourned at 8:05p.m
