MINUTES of the City Council, August 22, 2023
The city council of Moody, Texas met in a public hearing and a called session, August 22, 2023. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed: Public hearing started at 6:00 p.m. with no public in attendance, called meeting started at 6:07p.m.
- CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tem, John Carpenter, Richard Moore, Karla Alton, and Josh Richter present. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:07pm.
- PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
- Public comments on non-agenda items.
None.
4. Public Comments on agenda items.
None.
5. Council was presented the tax rate of .447607, motion was made by Josh Richter to adopt the tax rate and seconded by John Carpenter. All for and none against, motion passed.
6. Item #6 was for council to possibly pass a resolution to proceed with the issuance of certificates of obligation and further direction of publication of notices of intention to issue City of Moody, Texas combination tax and surplus revenue certificates of obligation, series 2023A, and 2023B. Motion was made by Karla Alton and seconded by Josh Richter. All for and none against, motion passes.
7. Item #7 T.W.D.B. Project-Financial Advisor- No action taken.
8. No executive session needed.
9. Motion was made by Richard Moore to adjourn the meeting and was seconded by John Carpenter; meeting was adjourned at 7:30p.m.
