MINUTES of the City Council,   January 14, 2025

The city council of Moody, Texas met in a regular session, January 14, 2024. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tem, John Carpenter,  Richard Moore, Carol Haas, Michael Bransford, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3. Item #3 Public comments on Agenda Items.

None.

  • Item #4 Public comments on Non-Agenda Items.

None.

  • Item #5 Review and approve City Council minutes from regular meeting 12/10/24. A motion was made by Michael Bransford and seconded by Richard Moore, all for and none against, motion carried.
  • Item #6 Staff reports, Utility Director/Police Chief/ City Administrator.

Reports were given.

  • Item #7 Ruiz property (if owner present). Council was shown what Mr. Ruiz was wanting to do on his property. City Administrator, Keith Fisher explained that Mr. Ruiz was asking to place 4 houses on his property. Code Enforcer, Hal Pagel was present and explained that him placing these houses would follow all of the Citys’ ordinances. There was a motion by Cody Goodwin to approve  and seconded by Carol Haas. Richard Moore and John Carpenter both voted against, other council members voted for, motion carried.
  • Item #8 Moody Youth Sports. Billy Campbell was present to explain that they are requesting more parking for games. No motions made.
  • Item #9 Bluebonnet Representatives (Primary and Secondary). A motion was made by Carol Haas  to keep City Administrator, Keith Fisher as primary and Utility Director, Beau Massey as secondary and was seconded by Cody Goodwin. All for and none against, motion carried.
  •  Item #10 City Holidays for 2025. Council was asked if the City could continue with the same holiday schedule as previous year. A motion was made by Richard Moore and seconded by Carol Haas, All for and non against, motion carried.
  • Item #11 Bank Signatures. All council members signed the new bank confirmations.
  • Item # 12. Executive Session. None needed.
  • Item #13 Adjournment. A motion was made by Cody Goodwin to adjourn the meeting and seconded by Carol Haas. All for and none against, meeting adjourned at 7:15 p.m.
