MINUTES of the City Council, February 13, 2024

The city council of Moody, Texas met in a public hearing at 6:00 p.m. that was followed by a  regular session on February 13, 2024 that started at 6:02 p.m.  This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor, Charlene Dowell was present and called the Moody City Council to order, determined that a quorum was present with Mayor Pro Tem, John Carpenter,  Richard Moore, Michael Bransford and Carol Haas present. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:02pm due to no one being present for the public hearing.
2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
3. Public comments on non-agenda items.

None.

• Council was asked to review and approve the council minutes from regular meeting 01/09/2024. A motion was made by John Carpenter to approve the minutes and was seconded by Richard Moore, all for and none against, motion carried.
• Staff reports were given by the Utility director, Beau Massey, Chief of Police, Roger Kennedy, and City Administrator, Keith Fisher.
• Item #7 Construction on 228 8^th Street. Code Enforcer for the City, Hal Pagel, spoke on the matter and Mr. Ricky who is lead on the construction project, spoke on his behalf. A motion was made by John Carpenter to table the matter and was seconded by Michael Bransford. All for and none against, motion was tabled.
• Item #8 Annexation of Property, Mclennan Id #152806, all that was needed for this property to be annexed was a council vote. A motion was made by Richard Moore, and was seconded by Carol Haas. Motion was carried. Ordinance 2024-02-13A was signed.
• Item #9 Changing zoning at 203 Ave E, from single family residence to multi-family residence. (duplex only). A motion was made by Michael Bransford and seconded by John Carpenter, all for and none against, motion was carried. Ordinance 2024-02-13B was signed.
• Item #10 Changing zoning at 1508 Ave E from single family residence to multi-family residence. (duplex only).  A motion was made by Michael Bransford and seconded by John Carpenter, all for and none against, motion was carried. Ordinance 2024-02-13C was signed,
• Item #11 Changing zoning at 402 6^th Street from single famly residence to multi-family residence. (duplex only). A motion was made by Michael Bransford and seconded by Richard Moore, all for and none against, motion carried.
• Item #12 Bank signature cards for new city council members. All signatures received.
• Executive session
• Adjournment. A motion was made by Richard Moore to adjourn and seconded by John Carpenter, meeting was adjourned at 7:15 p.m.
