MINUTES of the City Council, October 17, 2024
The city council of Moody, Texas met in a regular session, October 17, 2024. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:
- CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with John Carpenter, Richard Moore, Michael Bransford and Carol Haas present. Members of the Council Bar also in attendance were the City Administrator, Utility Director, and the Police Chief. The City Council was called to order and the council meeting started at 6:00pm.
- PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
- Public comments on agenda items: None
- Public comments on non- agenda items: None
- Item #5 Review and approve City Council Meeting Minutes from regular meeting, 9/17/24. A motion was made by John Carpenter and seconded by Richard Moore. All for and none against, motion passes.
- Item #6 Staff Reports, Utility Director/ Police Chief/ City Manager. Reports were given from each department.
- Item #7 Housing Authority- placement of board members 2 yr. Term. 2 board members were present. A motion was made by John Carpenter and seconded by Carol Haas. All for and none against, motion passes.
- Item #8 Paul Blake- would like to obtain a road easement between his two properties on East Whitson. Mr. Blake was not present; no action was taken.
9. Item #9 Sean Lemmon- Parking ordinance on his property on HWY 317. A motion was made by Richard Moore to wait on TXDot maintenance agreement before moving forward with resolution. Council agreed that they would approve for ordinance if needed before next council meeting. John Carpenter seconded the motion. All for and none against. No action until items discussed fulfilled.
10. Item #10 Library Trunk or Treat October 31st 6pm-7 :30pm. Library requesting to close streets downtown, everything will be the same as previous year. A motion was made by Michael Bransford and seconded by Richard Moore. All for and none against, motion passes.
11. Item #11 Open Meeting Act. Discussion over all of the council members must complete training for open meetings. A website was given where this can be done. No action taken.
12. Item #12 Longevity Pay. A motion was made by Carol Haas to table item and was seconded by John Carpenter. All for and none against. Item was tabled.
13. Item #13 Request for list of checks. A disbursement list was given to council, and it was stated that this would suffice. No action taken.
14. Item #14 Discuss Audit 22-23 and finances. No action taken.
15. Item #15 Executive Session if needed. None needed
16. Item #16 Adjournment. A motion was made by John Carpenter and seconded by Carol Haas. All for and none against, meeting was adjourned at 7 :1Opm.
