MINUTES of the City Council, November 10, 2025
The city council of Moody, Texas met in a regular session, November 10, 2025. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:
- CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor, Charleen Dowell, Mayor Pro-tem, John Carpenter, Richard Moore, Carol Haas, Michael Bransford, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
3. Item #3 Public comments on Agenda items.
None.
4. Item #4 Public comments on Non-Agenda items.
None.
5. Item #5, Review and approve City Council minutes from regular meeting 10/14/25. A motion was made by John Carpenter and seconded by Michael Bransford, all for and none against, motion carried.
6. Item #6 Staff reports by Utility Director, Police Chief, and City Administrator. Reports were given.
7. Item #7 Moody Park- Ruth Haigood. An explanation was given by Ruth regarding the Moody Park which she is requesting that the City find out if it owns it or who the owner of the Park is. Her and her sister are asking that something be done with it for the city kids in honor of Harvey Hatter. A motion was made by John Carpenter to table the matter until the City’s attorney can look into this issue and was seconded by Cody Goodwin, all for and none against, motion carried.
8. Item #8 Vincent Guerra buying property on 21st ave E/ building a small home where a mobile home had been previously approved. An explanation was given by the City Manager and Vincent Guerra. A motion was made by John Carpenter to allow and seconded by Michael Bransford, all for and none against, motion carried.
9. Item #9. Executive Session if needed. None needed.
10. Item #10 Adjournment. A motion was made by Cody Goodwin and seconded by Michael Bransford, all for and none against, meeting was adjourned at 6:24 p.m.
