MINUTES of the City Council,  April 8, 2025

The city council of Moody, Texas met in a regular session, April 8, 2025. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tern, John Carpenter, Richard Moore, Carol Haas, Michael Bransford, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3.   Item #3 Public comments on Agenda Items. None.
  4. Item #4 Public comments on Non-Agenda Items.

Ms. Sanders was in attendance and spoke on animal issues. Ms. Olliver was in attendance and spoke on animal issues.

  • Item #5 Review and approve city council minutes from regular meeting on 3/11/25.

A motion was made by John Carpenter and seconded by Carol Haas, all for and none against, motion carried.

  • Item #6 Staff reports, Utility Director/Police Chief/ City Administrator. Reports were given, by each department head.
  • Item #7 Moody Community Library contract with City. The library is requesting for the contract with the City of Moody be renewed. A motion was made by John Carpenter and seconded by Cody Goodwin. All for and none against, motion carried. Resolution # 20250408-A was created to renew the contract between the City of Moody and the Moody Community Library Association.
  • Item #8 Parking ordinance for TXDOT East side of Hwy 317 East Side. Explanation made by City Manager, Keith Fisher. A motion was made by Richard Moore and seconded by John Carpenter, all for and none against, motion carried. Ordinance #2025-04-08B was created and signed by Mayor Dowell stating that: The City of Moody would like to enforce no parking on east side of Hwy. 317 from 8th street and Hwy 317 at traffic light through properties Mclennan County I.D’s 153309 and 335765. The City would also like to enforce no parking on the east side of Hwy 317 across from property Mclennan County I.D.#153342.
  • Item #9 Tom Wayne- Housing Development Industrial Park

Mr. Wayne was in attendance and explained what him and his partner were wanting to do in the Industrial Park, which includes building about 300 houses. Council voiced their concerns. No action was taken on the matter.

Item #10 Adjournment. A motion was made by Cody Goodwin and seconded by Michael Bransford to adjourn the meeting. All for and none against, meeting was adjourned at 6:48 pm.
