MINUTES of the City Council, December 10, 2024

The city council of Moody, Texas met in a regular session, December 10, 2024. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tern, John Carpenter, Richard Moore, Carol Haas, and Michael Bransford. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S.

Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.

3. Public comments on non-agenda items.

Ms. Laura Ward was present and spoke to Council regarding previous annexation.

4. Public Comments on agenda items. None.

5. Item #5 Review and approval of City Council Minutes from regular meeting on 11/12/24. A motion was made by Michael Bransford and seconded by John Carpenter. All for and none against, motion carried.

6. Item #6 Staff Reports, Utility Director/Police Chief/City Manager. Reports were given.

7. Item #7 Approve canvassing of elections. A motion was made by John Carpenter and seconded by Richard Moore. All for and none against, motion carried.

8. Item #8 Swear in newly elected and re-elected council members. Members were sworn in by Police Chief, Raymond Lantz. Chaleen Dowell, re-elected as Mayor, John Carpenter as Mayor Pro-tern and Cody Goodwin elected as a new council member.

9. Item #9 Appoint new council member for vacated spot. Council voted on placing Richard Moore in this spot. A motion was made by Carol Haas and seconded by Michael Bransford, all for and none against. Motion carried. Mr. Richard Moore was sworn in.

10. Item #1O Appoint new mayor pro-tern. A motion was made by Carol Haas to appoint previous Mayor Pro-Tern, John Carpenter and was seconded by Michael Bransford. All for and none against, motion carried.

11. Item #11 Ruiz Property. Mr. Ruiz was not in attendance.

12. Item #12 Vincent Guerra Property. Mr. Guerra was not in attendance.

13. Item #13 Executive Session if needed, none taken.

14. Item #14 Adjournment. A motion was made by Richard Moore and seconded by new elected council member, Cody Goodwin. All for and none against, motion carried, meeting adjourned at 6:20pm.
